Community service cutbacks in Toronto have people protesting like never before, but Mayor David Miller says his new tax plan is the best solution to the problem.

The plan would impose taxes on things such as vehicle registration and billboards. There's one in particular that is drawing both criticism and applause -- the land transfer tax.
